Situation Assessment Survey (SAS) of NSSO reveals that the real growth of farm income in Assam is 0.88 % in ten years i.e. 2003-2013. At this rate, it will take about 80 years to double the farm income in Assam unless more focused and concerted efforts are made in a time-bound manner. So, there is a need of massive investment and changes in governance through innovative strategies. Therefore, the Mega Mission Society, namely, Chief Minister Samagra Gramya Unnayan Yojana(CMSGUY) came into existence and it is a revolutionary concept to reinvent the government for development. This ambitious and innovative Mega initiative aims to double the farm income in 4-5 years in line with the vision of the Hon’ble Prime Minister of India coinciding with 75 years of India’s Independence. The Hon'ble Finance Minister, Assam had mentioned this concept in his Budget speech on 26th July 2016. Subsequently, the Hon’ble CM Assam launched the program in mission mode. The mission will continue up to 2021-2022 which coincides with 75 years of India’s Independence.
The Mega Mission Society is supported by 8(eight) mission societies in different focus areas and the Assam Milk, Meat and Egg Mission Society (AMMEMS) is an important component under CMSGUY for livestock-oriented activities at the beneficiary level to be undertaken by the Directorate of Animal Husbandry and Veterinary and Directorate of Dairy Development.
A) To make Assam self-sufficient in Milk, Meat, and Egg in State and to minimize the gap between demand and production in the State.
B) Focus intervention in critical areas for location-specific programmes on cattle& buffalo, pig, goat, and poultry development with support to individual/SHG/entrepreneur for marginal farming to commercial ventures.
C) Capacity building for income and employment generation.
At present, 4(four) no. of projects are funded by AMMEMS of MMS-CMSGUY under the dairy sector. The implementation of the project components are going on as per the guidelines and supervision/ monitoring of projects is being carried out by the Dairy Development, Assam. Meantime, the project activities under “Kannayeka Bahumukhi Pam”, Jamugurihat in Sonitpur District have been completed.
