Atmanirbhar Asom Abhijan 2023 will spur growth in Assam's economy

Guwahati: Atmanirbhar meaning self-reliant, a vision evisaged by Prime Minister Narendra Modi to make the country and its people self-sufficient in all aspects opens door for new opportunities for people of Assam.

The government is taking a big stride towards creating a more independent and affluent Assam by giving the youth opportunities for self-employment and by seeking out cooperation from all stakeholders.

Chief Minister Dr. Himanta Biswa Sarma introduced the Chief Minister's Atmanirbhar Asom Abhijan 2023 on Saturday (September 23, 2023) in an effort to spur growth through self-employment and self-sufficiency.

This all-encompassing strategy benefits not just the individual but also the state's general socioeconomic development, ensuring a better future for all of its citizens.

Sarma also unveiled a registration portal under the scheme. With this program, the government is laying the groundwork for a future with more promise. Two lakh young people would receive financial assistance in order to build a strong business ecosystem.

The main goal is to help unemployed youth become self-sufficient by giving them the tools they need, offering guidance, developing an entrepreneurial ecosystem in the state, creating jobs through new ventures, offering financial aid to people starting new businesses or expanding existing ones, placing more emphasis on the rural economy, and, when possible, increasing the amount of seed capital through bank connections, along with training programs and market access.

Speaking at the event, CM Sarma said the scheme was created to give young people in the state opportunities for self-employment, which will help the state flourish. 

To be eligible to apply under the program, the candidate must:

1. permanent resident of Assam and should be above 28 years and below 40 years as on 1st April 2023 (upper age limit is relaxed to 43 years for SC/ST/OBC category).

2. The applicant must have completed at least Class X in education and should be qualified to engage in the activities that generate income, including relevant training, experience, and expertise.

3. Candidates must have a bank account that was opened before December 31, 2023.

4. Each household is only allowed to have one eligible member who can receive benefits under this program.

5. The candidate must be currently registered with the Employment Exchange.

According to Sarma, Atmanirbhar Asom Abhijan 2023 has the potential to boost the rural economy.
The scheme will additionally provide financial assistance with the aim of fostering entrepreneurship, promoting self-sufficiency and self-employment. It is divided into two categories based on the educational qualifications of the applicants.
The unemployed degree holders in engineering, MBBS, BDS, agriculture, animal husbandry, fishery, etc. will be kept in the first category and receive Rs. 5 lakh, CM  added.

On the other hand, unemployed postgraduates, general graduates, ITI, and polytechnic pass-outs will be maintained in the second category for government aid of Rs. 2 lakh. 

However, the beneficiary in the first group will only receive government aid for the remaining Rs. 2.5 lakh after returning Rs. 2.5 lakh without interest.  Similar to the first type, the second requires that the beneficiary repay the remaining Rs. 1 lakh without incurring any interest. 

Agriculture and horticulture, stationery, poultry, dairy, goat farming, piggery, fisheries, packaging, ready-made clothing, fabrication, plantation-based industries like bamboo, rubber, agar, etc., and wood-based industries are among the targeted industries for this program.
