CBIC notifies automated system for postal exports

New Delhi: Central Board of Indirect Taxes and Customs (CBIC), will make it simpler to process commercial postal exports by automating the entire process and seamlessly tying the postal network to the notified Foreign Post Offices (FPOs).

The Postal Export (Electronic Declaration and Processing) Regulations, 2022,  have been notified by the Central Board of Indirect Taxes and Customs (CBIC) .

"The CBIC, in collaboration with DoP, has developed a dedicated Postal Bill of Exports automated systems for postal exports in order to leverage the vast network of post offices across the country and enable MSMEs to export to global markets using e-commerce or other regular channels," the CBIC said.

Usually, in order to export a package via the postal system, the exporter or his representative must present their cargo for export and file an export declaration at one of the 28 FPOs.

Under the new method, the exporter won't need to go to an FPO. He would be able to deposit the export package in a local post office and obtain the Postal Bill of Exports (PBE) online from home or the workplace. The Department of Post (DoP) will transport the export package that the exporter has so far submitted to an FPO for customs clearance.

"The export clearance system will function on a digital platform while using the current post office network distributed across the nation and will be flexible to being scaled up to serve small exporters/producers situated in rural locations," the CBIC noted.

In accordance with the requirements, the exporter or his agent must keep records relevant to postal exports for a period of five years.
