A BNE Exclusive with Mr. Kausar Jamil Hilaly

CEO, GMDA

The Mukhya Mantrir Sahaj Griha  Nirman Asoni or MMSGNA was launched in October 2020 by amending the 2014 Bye-Laws. Under the scheme, any person who has land between 4 lessas and 2 and a half kathas is entitled to automatic online permission for ground + 2 buildings.  This entire procedure takes place online. The beauty of the project is that there is absolutely no interface with the government servants from the stage of initiation through submission of the application till the time building permission is issued. Once an application is submitted, processing takes place at the back end and a building permit is issued after payment of requisite fees.

Implementation

All applications of up to Ground +2 storied residential buildings with a plot area not exceeding  670 sq m within Guwahati Metropolitan Area (GMA) are required to be submitted through empanelled Architects and Engineers under GMDA. GMDA has already empanelled qualified Engineers and Architects with minimum 10 (Ten) years of experience as Registered Technical Personnel (RTP) and these RTPs are authorised to submit online proposals on behalf of the owner/applicant.

Procedure

  • The empanelled RTP shall make necessary site verification, examine the documents and submit the Application online to GMDA along with the Building Plans and documents required as per the Building Bye-law with Form 7(A) duly filled up. The Online Building Permission System shall auto scrutinize the proposals. On finding the proposal as per the provisions of the Building Bye-laws and the Master Plan for GMA, the system shall generate challan for requisite fees and penalty wherever applicable.
  •  On payment of requisite fees etc. the system shall auto-generate instant Planning Permit and Building Permit along with approved drawing and forward the same to empanelled RTP and the Applicant with SMS and email alert.
  •  The buildings constructed under these clauses shall also be eligible to obtain an Occupancy Certificate on submission of all the documents as per provisions given in the bye-laws duly certified by the empanelled RTPs.
  • The Applicant should be the rightful or Authorised owner(s) of the land with clear title and land documents.

Progress

A software solution has been designed for the implementation of "Mukhya Mantrir Sahoj Griha Nirman Achoni". Citizens can reach the web portal www.mmsgna.in either directly or through the website of GMDA. Around 64 RTPs have been empanelled so far. Till now, 3684 applications have been submitted and 3551 permissions issued under this scheme.
