24th edition of SAFE Annual Convention 2023" in Guwahati thrusts sustainable mobility imperatives in road safety & environment

Guwahati: Assam is fast digitising a range of vehicle related services including fitness testing and road safety measures.

"We will soon be rolling out automotive testing stations in contactless services," stated Adil Khan, IAS, Secretary of Transport, Government of Assam, during today's road safety summit in Guwahati.

Assam has implemented 50 contactless services for licensing and vehicle registration, streamlined registration procedures, digitalized DL and RC, and implemented a thorough vehicle scrappage policy, among other measures, to make vehicle-related services, such as applying for a learner's driving license from home, renewing a driving license, and issuing duplicate licenses, more accessible and user-friendly for the general public.

Mr. Khan continued, "In contact less service, we have discontinued performing manual fitness assessments.

Auto Emission Testing Stations have already been implemented in the state in order to provide the appropriate Pollution Under Control Certificate as well as conduct routine inspections of the limit value of smoke released by motor vehicles. As a result, unemployed youth have already established up to 175 private auto emission testing stations throughout the state. The amount of money collected from P.U.C.C. & license renewal fees in the fiscal year 2015–16 is Rs. 44.01 lakhs. 

As the convention's second day came to a close, it emphasized a few crucial market and sustainability-related aspects of the tech sector. At this convention, business executives talked about the urgent needs for new technology, rules, and policies to promote inclusive and sustainable mobility. 

Speaking at the workshop's opening session, Mr. Gyanendra Pratap Singh, IPS, Director General of Police, Government of Assam, remarked, "The road safety awareness campaigns need to reach the last man standing. We must promote behavioral change to achieve better results.

The first session centered on "Electric Vehicles (EVs) and Sustainable Transportation," "Policy Incentives and Subsidies for EV Adoption," "Design as an Enabler in Promoting Safer E-Public Transportation," as well as "The Role of the Sugar Industry in Building a Sustainable Alternate Fuel Ecosystem." They also covered "Advances in Biofuel Technology," a crucial component of environmentally friendly transportation, in detail.

Adil Khan, IAS, Secretary of Transport, Government of Assam, Mr. Sushant Naik, President, SAFE and Global Head-Government & Public Affairs, Tata Motors Ltd., and Mr. Ashish Chutani, Head-Corporate Affairs, Maruti Suzuki India Ltd. were among the prominent figures who attended, in addition to other distinguished dignitaries and industry experts from major corporations and OEMs. 

The session featured thematic presentations from industry leaders, Mr. Ashutosh Dubey, Head Simulation & Road Load, Data Acquisition, VE Commercial Vehicles Ltd, Ohed Uz Zaman, ACS, Joint Secretary at the Government of Assam, Investment Cell, Industries, Commerce & PE Department, Mr. G. Sathiyaseelan, Chair of the SIAM Styling & Design Committee and Vice President (Design) at Ashok Leyland.

In the third session, titled 'Ease of Doing Business: Vehicle Registration Process, Regulations, HSRP & VLTD,' focused on Smart City having 2 aspects - Road Safety & Clean Mobility, Assam Hydrocarbon & Energy Company on Biofuels and their Role in Green Transportation, and Role of Indian Refinery in transitioning to Cleaner Fuels.

The fourth session of the workshop, catered around Ease of doing Business: Vehicle Registration Process, regulations, HSRP & VLTD,' digital transactions, mVahan App,e-ticketing, fitness certificate, digital DL/RC, vehicle scrappage, OTS Scheme and, Assam on Waste Management, Recycling and Vehicle Scrappage.
