APDCL issues consultancy tender for 1GW Solar project

Guwahati: For a 1 GW grid-connected solar project in Assam's Karbi Anglong district, Assam Power Distribution Company (APDCL) has issued an invitation for bids from experts to create a detailed project report (DPR).

The Asian Development Bank will provide funding for the project's development through the "Mukhya Mantri Sauro Shakti Prokolpo" initiative. November 30, 2022, is the last day to submit proposals. The opening of bids is set for December 1.

Bidders are required to provide a 100,000 ($1,224) earnest money deposit. Within three days after receiving the letter of award, the chosen consultant must provide a performance security deposit equal to 10% of the contract's value.

The scope of work includes creating a DPR that analyses the topography of the land, the water, and a comprehensive master plan to meet the needs of the solar project. Details of all the infrastructural facilities, such as solar modules, mounting structures, power conditioning units, transformers, and a power evacuation network, must also be included in the DPR.

After receiving the letter of award, the consultant has 15 days to produce a preliminary report. Both the draught and final DPRs must be submitted by the deadlines of 25 and 30 days, respectively.

Bidders must have had a minimum average yearly turnover of $5 million (or $61,216) during the previous three fiscal years. The average annual turnover for a bidder that was formed less than three years ago should be 25 million ($61,216), as determined by the number of years the business has been in existence.

The bidders' net worth for the previous fiscal year must be positive.

For solar projects with a minimum 500 MW capacity, bidders are required to have experience creating at least two DPRS, per the terms of the tender. They ought to have completed at least one engineering design project for the 2,500-acre minimum electrical, civil, mechanical, and plumbing infrastructure for solar installations.

Additionally, bidders must have offered comprehensive design consulting for substations with a minimum 500 MVA transformation capacity or for power transmission for at least one solar project at voltage classes of 132 KV and higher.

APDCL published a tender earlier this month to purchase energy from 100 MW of grid-connected floating solar projects to be built on various water bodies around the state on a build-own-operate basis for 25 years.

APDCL also requested bids for the purchase of 50 MW of grid-connected solar power projects that would be built, owned, and operated in the state.
