New guidelines to promote MSME in NE

Guwahati: New guidelines for the Central Sector Scheme "Promotion of MSMEs in the North Eastern Region and Sikkim" have been adopted in order to boost productivity and competitiveness.

The Central Government has approved the New Guidelines for the Central Sector Scheme "Promotion of MSMEs in the North Eastern Region and Sikkim." During the 15th Finance Commission Cycle, the plan will be introduced (2021-22 to 2025-26).

The scheme is intended to provide financial assistance for increasing the productivity and competitiveness of Micro, Small, and medium enterprises (MSMEs) in the NER and Sikkim, as well as capacity building. The scheme includes the following elements:

  • Establishment of new Mini Technology Centres and modernisation of existing Mini Technology Centres:

The Scheme provides financial support to state governments for the establishment of new Mini Technology Centers and the modernisation of existing Mini Technology Centers. Priority will be given to projects that create common facilities to supplement manufacturing, testing, packaging, R&D, product and process innovations, and training for natural resources such as fruits, spices, agriculture, forestry, sericulture, and bamboo, among others, that are available in NER and Sikkim. The Central Government will contribute 90% of the funds. Projects costing more than Rs. 15.00 crore will also be evaluated, however, maximum aid would be limited to Rs. 13.50 crore.

  • Development of new and existing industrial estates:

The Central Government will give financial assistance for the development of new and existing industrial estates, as well as flatted factory complexes. The government will contribute 90% of the funds. The maximum project cost for calculating assistance is Rs.15.00 crore for new industrial estate development and Rs.10.00 crore for existing industrial estate development. Projects having a total project cost greater than Rs.10.00/15.00 crore may be evaluated, however, maximum support will be limited to Rs.9.00/13.50 crore, as applicable.

  • Tourism Sector Development:

Projects for the establishment of common services such as kitchens, bakeries, laundry and dry cleaning, refrigeration and cold storage, IT infrastructure, potable water, display centres for local products, cultural activity centres, and so on in a cluster of homestays may be considered under the scheme. There must be project connections with local MSEs. The Central Government would provide 90 percent financial help for projects, with a maximum aid of Rs. 4.50 crore.
