  1. What is the initiation and motif behind Industrial Growth Centre, Matia?

The initiative came from the Industrial Growth Centre Scheme of DIPP, Ministry of Commerce & Industry, Govt. of India. After receiving the approval of setting up the Industrial growth Centre in Matia, from Govt. of India in October’1997, the 1st phase of the project got completed successfully in the year 2008. With the funding support from the Govt. of India and Govt. of Assam, Assam Industrial Development Corporation (AIDC) implemented the Industrial Growth Centre Project in a plot of land measuring about 557 Acres at Mornai, Matia in Goalpara District.

The objective of setting up this Growth Centre was to promote the industrialization of backward areas along with concomitant infrastructure development thereby bringing about a balanced growth in such areas. The total Project Cost of the 1st phase was INR 2200.00 Lakhs, out of which the grant from Govt. of India is INR 1500.00 Lakhs and the balance amount of INR 700.00 Lakhs was from the State Govt’s equity share. The 2nd phase of the project cost is INR 509.00 Lakhs.

Under this Industrial Growth Centre in Matia, there are several kinds of Industrial units producing various kinds of predicts such as Dry Cell, Cosmetics, Lead Ingot, Rubber block, Transformer manufacturing and repairing, LPG Bottling plant, E-bike, Plastic based products, etc. Apart from these, a few new units are coming up for the production of Ethanol, paints, PVC / HDPE pipes, Poultry feed, Solar power generation, etc as well.

2. How is IGC contributing towards boosting Assam’s economy, specially, in coherence with the other industrial sectors of the state?

This industrial sector in itself provides space and opportunities for various MNCs to open their units and thus in turn provide employment to the people of Assam and contribute towards the economic boost of the state. Several numbers of enterprises / industrial units have already come forward to set up their manufacturing units in the Growth Centre. The Corporation has allotted land to several industrial units out of which some are in full production and a few of them are at different stages of implementation. The investors in the Centre include national giants like Eveready Industries India Limited, VLCC Personal Care Limited, Cavinkare Private Limited, Hindustan Petroleum Corporation Ltd, Southern TSR LLP, H- BUS Equipment Manufacturing Co., Bharat Petroleum Corporation Ltd, R. Ess Iron and Steel Private Limited, Purbanchal Paper Mill LLP, Ajanta Pharma Limited, Gulshan Polyols Limited, etc.

3. What kind of employment generation has IGC done in Assam? What is the scope of future employment generation?

After setting up these industrial units the industrial scenario and the economic condition of the entire area including the state have changed in a remarkable manner. One of the most interesting facts is that lots of people specially the young generation are getting a very good scope for working in these industrial units set up in IGC, Matia. Apart from direct employment people are also getting opportunities in indirect business created for the establishment of these units at IGC, Matia. As the numbers of investors are increasing for setting up of their units at IGC, Matia, the future scope of the various kind of direct and indirect employment, ancillary unit activities, etc. will be generated.

4. What kind of revenue generation can be expected from IGC?

The revenue is generated in the way of land development charges, lease rent, monthly/yearly services, etc. If more and more investment is achieved then more scope of revenue generation can be expected from IGC, Matia.

5. What has been the outcome so far of Phase 1 and the 2nd phase?

From the 1st phase of the project, which was completed in the year 2008, 15,52,185 Sq. meter area, which sums up to almost 82% of the allocable area has been allotted to 18 different industries by AIDC. However, the 2nd phase is still in process and will be completed by 2023. We have high hopes for the 2nd phase as well.
