World Bank approves $452 million program to boost connectivity in Assam, India

Guwahati: In a significant development, the World Bank's Board of Executive Directors has given the go-ahead for an innovative initiative set to transform connectivity in Assam, India. Valued at $452 million, the Assam Resilient Rural Bridges Program is poised to benefit over 1.8 million rural residents, particularly in challenging weather conditions.

Assam, acting as the gateway to Southeast Asia and South Asian markets, possesses rich natural resources like tea and spices, positioning it to boost global competitiveness. However, the state faces persistent climate-related challenges such as floods, cyclones, and landslides, affecting underserved communities lacking adequate all-season bridges and roads.

The comprehensive program aims to fortify the resilience and management of roads and bridges, ensuring year-round access for inhabitants of 1,739 villages to markets, schools, hospitals, and workplaces. The anticipated outcome of improved connectivity is an estimated savings exceeding $82 million over the next six years compared to previous travel costs.

Additionally, the initiative plans to connect nearly 633,000 women-led textile and handicraft producers located within a 2 km radius of roads or collection points. The deployment of electronic vehicles and logistics hubs is expected to provide improved access to regional markets while contributing to reduced emissions.

Expressing optimism, Auguste Tano Kouamé, the World Bank’s Country Director for India, stated, “The Program will support the Government of Assam in attracting private investment for quality jobs, increasing farmers’ incomes, and enhancing value chains, thus promoting inclusive and diversified growth in the rural sector.”

Beyond enhancing connectivity, the program also aims to strengthen the financial and procurement processes of the Assam Public Works Roads Department, using the state’s internal systems. Disaster risk management training will be provided to enhance preparedness and response capabilities.

Task Team Leaders for the Program, Tesfamichael Mitiku, Anup Karanth, and BKM Ashraful Islam, highlighted that the initiative is expected to increase women’s participation by nearly 20 percent in roles related to bridge design, construction, maintenance, and the operation of digital platforms at rural transportation hubs.

The $452 million Program loan, provided by the International Bank of Reconstruction and Development (IBRD), will utilize the financing mechanisms of Program-for-Results (PforR) and Investment Project Financing (IPF). This innovative approach ties fund disbursement directly to the attainment of results while offering technical assistance. The Program loan boasts a maturity period of 19 years, with a grace period of 4.5 years.

This groundbreaking initiative not only promises to enhance connectivity but also holds the potential to stimulate economic growth, empower local communities, and contribute to a more resilient and sustainable future for Assam.
